I have a 2000 Ford Crown Vic that has periodic idling problems. It happens about every 2 weeks. Right when I turn the key I know whether its going to be a problem or not. If it is acting up I have to give it gas or it will cut out. A lot of times if I wait a few minutes and try again it will be fine. Lately its been taking longer than a few minutes.
This could be from a sticking IAC Valve. Replacing it should cure the issue. http://www.freeautomechanic.com/iac-idle-air-control.html
If the Check Engine light is on, You should extract the codes first and go form there.

I will look into the IAV valve. The check engine light has never come on. I even checked with the obd2 and it was clear. No codes
