i have no power to the blower motor fuse, yes i tested when the truck was running everything else works except the cig lighter is there another fuse box or fuseable link and where is it please help

You should have power to this fuse with the key on just the same as the other fuses. If not, then your fuse block is at fault. A quick fix would be to add a jumper wire from one fuse on the same block to this one, making sure you add it to the correct side so that your new fuse is functional. Sure beats pulling the entire fuse block…
