99 chevy p/u
The battery light comes on and the gauges drop to zero intermittantly. The voltage gauges is showing about 16. I tested the battery and the altenator and they’re both good. It’s as if there’s a loose connection that makes it randomly cut in/out but I’ve checked for that.
This is a common issue with Chevy truck gauges. You can have them repaired at your local dealer.
But why would the voltage gauge show 16?
because that is the output voltage from your alternator. it uses a separate positive and negative than the rest of the gauges.

I unplug the connection from the distributer cap and the engine still runs, what is the problem?
Are all of your gauges affected when this intermittent issue occurs? Or is it just the battery gauge? Those year gm’s are notorious for having instrument clusters go out. Usually they will progress into shorting out constantly. I have seen many grand ams and impalas with the same issue.
