Several things are possible here since it was just rebuilt. A spark plug wire might be crossed. The timing chain might be a tooth off. EGR might be clogged or unplugged. IAC might not be calibrating. TPS Sensor might be unplugged or bad connection. Best approach would be to eliminate by testing. Double check you connections and wiring. Make sure you temp sensors are connected and the engine has had a chance to warm up even if you have to hod your foot on the gas pedal till it is warm.
