1989 FORD E-150 4.9 I-6

WONT PASS SMOG..spec. h/c meas 214 and c/o meas 2.59 on 2nd test with new cat, plugs,cap&roter air filter ,oilchange. obd.wont set code , only 11.11. meaning no problems found…????any suggesttions? thanks …jim
