heater gets warm then gets cool then gets warm etc. changed thermostat, checked vacuum hoses has good vacuum, fluid is full ,what else can it be.

I would check the heater control valve and then replace the Radiator Cap. Sometimes a bad radiator cap won’t allow the system to build the right amount of pressure to function properly and since they are cheap enough, I would replace it. (if you have a tester, by all means test it but it is cheaper to by a new cap then to buy a tester)
