If this is an auto tensioner you are talking about and it will not move(keep tension on the belt) you will need to replace the tensioner, that is what it is called. If it is not an auto tensioner, you have to loosen the bolt in the center of the pulley and move the pulley to tighten it and then re-tighten the bolt.
