the headlights and interior lights serge(dim, like a heartbeat) but only when the engine is running. when i turn the car off, its normal and steady.

Sounds like the voltage regulator inside the alternator is failing (replae Alternator or you have a Monster aftermarket stereo and Amp setup and need an Extra Battery.
