Some of the vehicles produced like yours came with an Oil Cooler Option. Yours must have not had that option installed. They where generally installed as part of the towing package. The majority of engine in 1989 did not have an oil cooler, nor do they need them.
So no, it does not really matter. These are a good idea for trucks that are used for commercial use such as snow plowing, heavy pulling, etc.
