sounds like something is binding up. Make sure the fluid level is full. If it is low, find and repair the leak. If it is full, you will need to check the steering components. Have someone turn the wheel while you inspect and listen. Replace as needed. Could be a busted or loose tie rod end or may be the STRUT and or strut spring.
