Blinking or flashing check engine light is not good. Need to find out the codes for sure. Most scan tools will not connect if there is a blown fuse. Usually the radio or cigar lighter fuse. If you suspect your scan tool, take it to just about any local auto parts store and they will scan the codes for free (of course in the hopes of selling you a part).
