Not sure what the cut line is from. This is the drivers side transmission the cut line appears to be attached to the top of the transmission.

If it is attached to the top of the transmission overflow port, then no worries. Usually there is a vent cap (not sealed) but sometimes you will find a hose attached. Nothing to worry about. Good question though.
