If it has an aftermarket bypass pulley you may need to check with them for proper installation tips and or warranty. If you are just talking about the outer ring on the air conditioning compressor that normally allows the belt to just free spin, there are a couple of reasons for it to lock up. Number one cause of locking up would be age and use. Number two cause would be bearing failure. And number three would be climate/rust.
