No it does not. It is normal for the headlights and taillights to still operate along with the hazards. However it is not normal for the windows to still have power. This sounds like your ESA relay is sticking. Replacing the relay should take care of that. If you find the relay is fine and it may be more of a wiring issue I will provide the wiring diagram to help save you some time.
