the engine won’t run more than 3000 rpm when the car is not at the neutral gear, but at neutral gear the engine can acheive even 5500 rpm ,help please !

If it feels like the brakes are dragging it might be just that. Put vehicle on jack stands and see if the wheels spins freely by hand when put in neutral.
