My brake lights will not turn on, I have changed the light bulbs, checked the fuses. My third one is functioning properly, so I know it’s not the brake lamp switch. Just not sure what else to do.

You are correct, since the third brake light is coming on it leaves you with either a wiring issue, socket issue or bulb issue. Use the wiring diagram provided to help assist you in tracing the problem.
