I just purchased this car, which has the Northstar V8. When I first start it up, smoke comes from tailpipes then immediately stops. Should I be concerned or is this normal?

Would depend on the color, but for now I wouldn’t worry to much about it as it stops quickly. I would recommend checking the fluid levels and keeping an eye on them. If you notice one of the levels dropping take note.
Normally in cold weather and on first start up of the day you may notice some moisture come from the tailpipe. This is normal. The moisture may even be thick enough to drip water. This just means the catalytic converter is doing its job and doing it well.
Catalytic Converter
The catalytic converter is an emission control device added to the engine exhaust system in order to reduce hydrocarbons (HC), carbon monoxide (CO), and oxides of nitrogen (NOx) pollutants from the exhaust gas.
The catalyst in the converter is not serviceable.
