Can the joint for the tilt wheel be replaced or do you have to replace the steering column?

Anything is possible but at what cost. Most shops will only want to replace the entire column and rightfully so. The internal parts you are looking for are not readily available for purchase. It is possible to go to a junk yard and get another column and take it apart and put those parts into the one you already have. This would require a greater amount of time than just replacing the entire column.
The steering column used on this vehicle has been designed to be serviced as an assembly: less wiring, switches, shifter assembly, ignition park interlock, shrouds, and steering wheel, etc. Also, most steering column components can be serviced without removing the entire column from the vehicle.
