Turn signal blows fuse in my 1989 XLT Bronco 5.8

AAMO spliced in new neutral switch to old connector -cars lights were fine before now turn signal blows fuse and the battery was 12.5 when brought in and now was 5 volts

Unless wired different from factory the turn signal fuse is on a completely separate circuit than the neutral switch. Use the wiring diagram provided below to gain a better idea of how the circuit works.

As for the battery being discharged when you picked it up. That would be on the shop for running the battery down. Of course it wouldn’t start when you picked it up so I am sure they are aware of that issue. If it did start when you picked it up then you may have a charging issue. And in that case you would notice a Battery Icon illuminated on the dash.
