Fuse #1(20A) is Hot in On position where as Fuse#8(15A) is Hot in start or On. Both supply power to the Wiper relay. Check the fuses first , then the wiper relay.
As for the check engine light, you will need to have the codes pulled. You can post the codes below in the comments for more information on them. Just about any local auto parts store will pull the codes for free. My guess would be a wheel speed senor, but it is just that without the codes, a guess.
