I cannot get it to start I have a fresh battery with proper voltage, just installed a brand new starter. I’ve checked for voltage on all the fuses and relay points as well as at the starter. The van will not crank at all.

Check for good ground at starter. Check for battery voltage at the “S” terminal while someone holds the ignition key in the “START” position.
