Problems Starting 1997 Oldsmobile 88

1997 Oldsmobile 88Sometimes my 1997 Oldsmobile 88 has problems starting with or without an engine check light. It has 184k miles on it. Once I start driving, sometimes it just stops accelerating and once it hits 0 MPH. I have to turn the car off and start the car back up to start driving again. Sometimes the steering wheel locks up during the deceleration. What is the problem with my car? Is it the fuel pump?
