My tensioner pulley went stiff and caused my alternator to fail, so do I have to replace both parts
The tensioner pulley has failed and should be replaced. And most likely you will need to also replace the serpentine belt that rides on that belt. As for the alternator, it would no longer spin because the belt is broken due to the tensioner locking up. So most likely the alternator is fine and should not need to be replaced.
